CFB rule changes

Who cares if players opt out?
Trade timeouts for dead ball penalties. Offsides, Illegal Procedure, etc
Two defensive offsides in a row is a first down.
Dead ball, Unsportsmanlike conduct, coaches decision to take the player out for a quarter or take the 15 yards. Same for a late hit or targeting. Seems silly, but make penalties that do not effect the outcome of a play, less of a factor in the game.
IMO, figure out how to make penalties have less of an impact on the game.
 
Cutting scholarships is an absolutely stupid idea. This is something that gives a LOT of kids an opportunity at getting an education that they wouldn’t normally have an opportunity to have. Eliminating that opportunity for hundreds or thousands of kids every year is a really, REALLY terrible idea.
Opportunity for an education for everyone begins when you are five years old. Younger in some states.
 
What CFB rule changes are needed? Assume no COVID. Here are some examples.

1. Bowl game Opt-out rule. A) Bowl game starters get paid $2k-$6k depending on bowl. Opt out guys get no pay. B) NFL teams pays $20k when signing an opt-out player. Money goes to NCAA academic scholarship pool.
2. Targeting rule. Make helmets with a skin that can peel/scar/dent on impact. If there is a visible dent on the play, guilty. Maybe also use for concussion protocol. It would be a hassle to certify equipment before games.
3. Kickoff Touchback rule. If ball goes through back of end zone, 25 yard line. Fair catches, 20 yard line.
4. Punting. A) Only 2 coverage guys allowed downfield before punt is made.
B) Ball is automatically downed when it hits. No rolls or bounces allowed.
5. Hands to the face penalty. Applies to all players, including ball carriers.
6. Encroachment. If a defender jumps causing OL to jump, penalties offset.
7. Players are allowed only 1 transfer.
Changes I would make:
  • If a QB runs the ball they should be treated same as RB regarding targeting. Saw a number of instances in bowl games where QB's slid late and defender penalized for targeting.
  • Pass Interference should be a spot foul just like NFL. College DB's are rewarded for grabbing WR's.
  • NFL rule on punt touchbacks. As long as coverage guy doesn't touch end-zone turf, they can bat ball back into field of play.
  • I enjoyed this bowl season because there were fewer games. IMO there should only be around 12 bowl games for P5 teams. IMO schools shouldn't have to guarantee they will purchase x tickets out of an allotment.
  • Related to bowls, I would move away from late December/early January games. Play most games 1-2 weeks after conference championship games.
I hate opt outs because it seems a player is ditching his team mates. But a bowl game injury for a 1 or 2nd round player can be in the millions.
Mississippi had a 3-7 record going into bowl game with Tulsa. Thanked everyone in the bowl committee by initiating brawl at game end.
