What CFB rule changes are needed? Assume no COVID. Here are some examples.

1. Bowl game Opt-out rule. A) Bowl game starters get paid $2k-$6k depending on bowl. Opt out guys get no pay. B) NFL teams pays $20k when signing an opt-out player. Money goes to NCAA academic scholarship pool.
2. Targeting rule. Make helmets with a skin that can peel/scar/dent on impact. If there is a visible dent on the play, guilty. Maybe also use for concussion protocol. It would be a hassle to certify equipment before games.
3. Kickoff Touchback rule. If ball goes through back of end zone, 25 yard line. Fair catches, 20 yard line.
4. Punting. A) Only 2 coverage guys allowed downfield before punt is made.
B) Ball is automatically downed when it hits. No rolls or bounces allowed.
5. Hands to the face penalty. Applies to all players, including ball carriers.
6. Encroachment. If a defender jumps causing OL to jump, penalties offset.
7. Players are allowed only 1 transfer.

The targeting rule is an easy fix, use the NFL rule.

This is dumb, no reason to limit this.

1. I think if you have a kicker that can kick the ball through the uprights on a kickoff they should get some points. Not necessarily 3 but 1 or 2.

It would help to prevent kicking teams from lofting a kick trying to force a return, by giving motivation to kick the ball through the endzone. Also, if the defense gets a personal foul penalty on a PAT it would result in more than a touchback on the kickoff.

2. Missed field goal inside the 20 shouldn't be a touchback.

3. When a linemen puts the pass rusher in a headlock it should be holding.

1. Get rid of the clock stopping on 1st downs. Adds value to timeouts and takes human effect out of timing issues of when to start and stop it.

2. Targeting. Keep ejections for the obvious launches and head hunters. Remainder are unsportsmanlike. 2 = ejection but not automatic on 1st.

3. Cut scholarships down to spread talent and try to get more parity.

4. Expand playoff to 8. Power 5 champs + G5 if in top 10, remainder at large.

If you aren’t touched by a defender...you aren’t down. Use the NFL rule!

If you fumble through the end zone it shouldn’t be the other teams ball. Bring it back to the ten yard line.

The NCAA could implement the pay for bowl game portion of that plan, but why in the world would the NFL ever agree to pay to sign an opt out player? That's not going to happen.

I agree. If you have to look at it more than three times then you aren’t sure. Go with the call on the field.

Only one timeout in the first half. Keep 3 for the second half. I don’t like four hour games.
I think teams should be given 4 for the game but only 3 can be taken to the 2nd half, similar to the basketball rule. Teams can use more in the 1st half if they need/want to, but if they don't use at least one timeout in the 1st half they lose it.

I think the reviews should be done by someone not watching the game and they aren't told what the ruling on the field is when doing the review. They are told what they are reviewing. ie completed catch, Fumble, ball spot, did the runner step out of bounds, etc. If the reviewer agrees with call on field, call confirmed. Disagrees, call reversed. No definitive answer, call stands. Similar to what the AAF tried but the "expert" isn't watching the game.

2. Helmet to helmet is a 15 yard penalty, unless it is thought to be intentional then player is kicked out of the game.
3. Expand the playoff to 8 teams, all P5 champions and 3 next highest ranked teams, but to quality all teams must have played 10 P5 schools during the regular season, conference championship games do not count as 1 of the 10.
4. To encourage P5 schools to play the better G5 schools, a yearly updated list is made public that says that if you play one of these 10 to 15 schools, they count like a P5 school. Take records over 3 to 5 year span to make the list. You want to play Houston, Cincinnati or UCF, then it should count.
5. No longer able to schedule games more than 8 years out.

1. Would severely cut amount of kids getting college football scholarships

I, for one, am glad none of these are actually going to happen. Most are short term solutions for bigger problems.

Refs should be allowed to eject a player for a flagrant facemask.

I agree with that. MBB can have a Flagrant 1 and a Flagrant 2, FB should be able to do the same thing. There is zero reason why they can't do that with BOTH targeting and facemask. If it's incidental or unintentional, 15 yards. If there's obvious intent or it's egregious, then eject the player.
