That is definitely illegal. Obstructing your own view like that puts adjacently traveling drivers at risk.

Also the stuff on top is probably similar if it's not tied down.

Bumper stickers tend to be mobile FB posts but this looks like an addiction.

If your car has side mirrors, the only area that the obstruction applies is your forward field of vision. Really, it's no different than commercial vans.
 
Pffffft, you folks aren't open minded enough it is a mobile expression of that persons inner child and bringing the freedom of that expression to all. The happiness of young youth the dolls, to the rebel teen yrs as shown by the Grey Goose bottle it shows the time line of childhood changes. If you can find the right modernist artist to slap their name on it it's worth a bundle.
Grey Goose during the teen years? This guy's childhood was way more privileged than mine. I wonder if those flimsy plastic bottles could hold up in 60 mph winds.
 
Not sure but I will bet you there is a disturbing amount of mannequins as well.
