Let me throw a name out there...Larry Blakeney...long time HC at Troy.
Took the program from DII to DIAA to DIA and has had success all along the way. Older guy but clearly not one to move around...I think only Bowden and Paterno have been at their school longer than him in DIA.
I heard him interviewed before his team came in to play LSU (and they almost beat them by the way) and was VERY IMPRESSED. Not sure he would move Troy because the program is really his "baby" but he is a quality coach that can do more than others with less in my opinion. He has always played a killer BCS non-conference schedule every year.
Also, interesting that there is no Jim Leavitt talk...I guess the weak season at USF has tainted his star...I'm sure there problems are totally related to McCarney leaving his D-line coaching position.
