Don't doubt it but it was a sudden shift from 'The CRTC funds helped us recruit our great freshmen class' to 'Now give to the C&G Collective to keep us competitive.' The Collective will be 100% for NIL, I think

That makes total sense but have never heard that explanation. I wondered why the lines were blurred compared to football but this move establishes that separation. I think the staff is anticipating stricter rules regarding NIL, so the staff is getting ahead of this.
