Can someone explain this call that nearly cost us the game?

This picture is from a fraction of a second before we were flagged for "lining up in the framework of the center". Texas was awarded 5 yards and a second attempt at a field goal which they made that time, so it cost us 3 points. It doesn't look like we were lined up over the center, so either it's a horrible call or I must not understand this rule (which is entirely possible).

No part can be lined up over the snapper at all.
 
The penalty on Hall's long run was BS. Our linemen fell down and the defender tripped over him drawing the flag.

What was the deal today with the lack of replays? Generally we are getting a replay on every play, but today, they were few and far between.
