Jon is upset about another approved waiver. Somebody correct me if i'm wrong but I don't believe one has been denied yet.

Probably because he didn't play at all last season.
I believe if that were the case, considering he was enrolled in the fall, he'd have to sit out one semester. So it has to be for another reason.

Covid wasn’t a thing around here when he left.

Not sure when he committed to UCF and if Covid was escalating? Either way we don't know when he applied which Covid could be listed as a reason.
I think the NCAA will rubber stamp a lot of the close to home waivers and not risk bad press due to timeline reasons. (especially with the rule likely being removed next year.)

Regardless good luck to Luke. Hope he finds success there.
