Mrs. Velo and I have a disagreement about this. I would prefer to get back $1 from the State and $1 from the feds every year so they aren't using our money interest free all year long. She would like to get a hefty (not huge, by any means) refund every year. We usually end up somewhere in between or I make sure we get a decent Federal refund and then owe on the state. I File the fed right away in that case and wait to file the state until April.
I get both sides on this. It really is dumb to overpay and get the big refund because you lose out on the interest that you could be accruing if you invest wisely.
On the flip side, it's a good way for some people to "budget" themselves, especially if they aren't savvy enough to put away money to pay the IRS after they file.
I have always gotten money back. I know it's not the smart thing to do, but I'm the guy that hates to write that big check at once. If I never see it enter and leave my account, I feel like I don't miss it as much. With as much as we watch our spending and investments, we are really lackadaisical with taxes.
I'm dreading taxes next year after with my in-laws estate coming into play.

Ugh, I hate grocery shopping. But I am thankful I have young girls, not 4 teenage boys.
We try not to let Uncle Sam borrow our money interest free, but usually get some back each year. I grew up watching my parents pay in more than my mom would make in a year. They have already put some provisions I place for us to hopefully help with estate/inheritance taxes down the road.
