Ticketcity Bowl Question

I posted this in another thread, but it was kind of buried and I was hoping for some knowledgable CFers to provide insight.

First from the TicketCity Bowl site:
As the newest college bowl game, the TicketCity Bowl will have to allow established bowls to select ahead of it when it comes to choosing teams in the annual “pecking orderâ€￾ ritual at the conclusion of the regular season. The Big Ten will serve as the “anchorâ€￾ conference (if it produces enough qualifiers), with the opponent from Conference USA after the regular seasons of 2011, 2012, and 2013. Due to the current realignment of the Big 12 Conference, Conference USA will provide teams for the next three years, instead of every other year. The Mid-American Conference will serve as a secondary back-up should either conference fail to produce enough bowl-eligible teams.

MAC bowl tie ins: 3
Mac Bowl-Eligible teams: 7

So, is there a clause somewhere which allows the TicketCity Bowl to skip the 4 teams with it's secondary partner, or have a bunch of the bowl projections been uninformed and others have jumped on the bandwagon? I think this is probably top 3 in terms of bowls we could end up in at this point, but is hoping for that a waste of time?
 
I believe that is worded poorly and is supposed to mean that C-USA and Big XII both have to fail to meet the obligations of bowl eligible teams.

That would make sense, since the Big 12 is also a partner. I just wasn't sure if things were different for the next couple of years due to the realignment of the Big 12, as it mentions in that quote from the site. Thanks.
