So what about a transfer that played immediately for this season? Have they already used up that one non-restricted transfer? So they must sit out?
My understanding is yes, if they have already transferred and received a waiver, the regular (old) rules apply and you would have to sit out a year (unless grad transfer or returning to your original school).

If true, that would effect a lot of players. Several players (almost all) who transferred in this past season, were granted immediate eligibility once already. (not sure if Covid effects sitting out or not)

FWIW... Bates did visit ISU prior to committing to UT. I realize it was a different coach but, I would guess ISU will make contact.

I may be remembering incorrectly, but I think Bates played 1/2 with another stud 1/2 (Jaden Bradley maybe?) on his IMG team that I watched on ESPN. He and Hunter might be able to feed off of each other in a similar way.
