Negotiating salary - new job

The bolded part doesn’t make sense to me. I want the future raises NOW, and I’d take less of a raise in the future because I already have those raises.Really sounds like management speak.

When I took my current job they had an accurate posted salary range for that level of position inside the company. I was switching industries and coming from a much smaller company so I was applying for and happy with a position that was a level to half level below my experience. Salary negotiation was really simple, I had an open conversation with HR where they started by saying we're offering the top number in the salary range, if that doesn't work for you we can ask at the department level and executive leadership if they would approve a different position than the one posted but we don't know what the answer would be or how long it would take. I wanted to work for the company and was comfortable with the top range number.

The next two yearly performance reviews/salary adjustments, before I got a promotion, all they could offer was the amount the range had shifted to keep me at the top figure (slightly more than inflationary). So best case scenario if I hadn't started at the top number is I would have gotten to the same point after a year or two with bigger raises, but would have been paid less in the first and likely second year.
