I still think Skyy Moore will be an impact WR at some point. Maybe not this year, late in the year possibly if there are injuries to the WR group and he gets more snaps but the talent is there. He looked like a deer in the headlights on special teams yesterday which isn't going to help get him on the field more either.
Even some of the top rookie WR take a year or 2 to really find their role these days. Look at some of the top WR in this draft, Drake London has been good so far, 16 catches for 214 yards and 2 TD, Garrett Wilson almost identical except for 2 more catches. Chris Olave still has not found the endzone yet 17 catches 268 yards but 9 catches and 147 yards of that came yesterday. Dotson has 3 TD but just 109 yards. Treylon Burks taken 18 overall has just 8 catches for 13 yards. These guys will all have good careers I think but they are going to have their ups and downs their rookie year and have already seen that some through 3 games already. The speed and defenses are just so much better in the NFL it takes a bit of adjustment.
