Yeah there's a big different between "greatest" and "winningest" that I think most people recognize. Woody Hayes won 13 Big 10 titles and multiple nattys.

It's not a nothing thing. The Big 10 is kind of a big deal in college sports, has been around since 1896, played a lot of football in 130 years. So to be the winningest football coach in the conference's history is a pretty noteworthy accomplishment. Of course they're going to celebrate it.
