In 2017 Iowa had 66 yards of TO in a loss to WI.

An Iowa DB had more int return yardage on two picks.
 
I think there is a stat like that for wins scoring only 7 points, but I think it only goes back a few decades. And the Hoks are indeed disproportionately represented in it.
 
If I was disproving this tweet I'd look for two instances of teams scoring 4 or less offensive points, and not worry about verifying anything else.
