Watching a replay, the Ohio St defender while tackling a Wisconsin receiver stepped out of bounds. While hanging on the shoulders of a Wisconsin player who was clearly in bounds the whole time. He then was drug about two steps, the Wisconsin receiver then was stripped of the ball by the Ohio St. player. Long story made short it was ruled a fumble. Can it be ruled a fumble if the defender stepped out of bound before stripping the ball? And is that fact that he stepped out bounds even review able? The Wisconsin player had nothing to do with him stepping out of bounds, it was the Ohio States players pursuit angle/momentum the caused him to step out.
