Your problem looks like an overscan issue, where part of the HD signal that shouldn't normally show up on the screen is. Often time, this extra bit is the closed caption information showing up as "static." You should be able to fix this by going into your TV menu settings and adjusting either the size or position of the picture, so that that bit of "static" is bumped off the visible area.
