It's been public domain since like 1920 or something. Disney just has the rights to it's specific depiction

“Winnie the Pooh: Blood and Honey” coming in February. The credits even say, “Story by A.A. Milne.”
Correction - the release of the original trailer in August said it would be February, but the post-production note on IMDB indicates it’ll be out for the holidays in 2023. Merry Christmas, Christopher Robin!
The recent Tom Hanks version was terrible. We turned it off about 20 minutes in.
