I think if ND joined, Cal would be in ahead of Oregon. I know from a athletics standpoint that's insane, but with the lawsuit "risk", endowment, academics... Oregon doesn't bring much TV market. Cal is a better fit in a lot of ways.

More speculatively-- would Colorado make more sense than Oregon if ND doesn't join?? Again the athletics side is no way. BUT... Colorado is contiguous, similar TV market size gain for BTN, AAU academics. It's possible.
Side note on CU Boulder, we took daughter #2 for a campus visit there and found out that in the 1960s the administration asked the students to come up with a name for the new dining hall. The students decided to name it the Alferd Packer Restaurant & Grill, named in honor of the infamous Colorado cannibal from the 19th century. Crazy kids. Apparently students haven't been asked to name any other buildings since.

Will be interesting. Forcing UCLA to stay in a USC-less Pac 12 seems like a weird move by the regents given the apparent financial straits UCLA is in and the windfall the B1G membership would bring, but whatevs. Would be curious to see who the B1G might move on to, Stanford?
Frankly I think the B10 would prefer Stanford. I think USC wanted UCLA as their oldest and natural rival. USC alone gives the B10 the LA market. Opens up the Bay Area market and gives them another elite academic institution.

I don't think they will actually be able to stop UCLA from moving but won't save the PAC12. The Big 10 can just pivot, take Stanford (get the bay area market) and have their 2 schools. Stanford like USC is private thus the regents can't stop them.
If they don't at least try stopping the UCLA move now, after putting all this pub out there, they'll look really bad. Like some strange "hey you never asked us, I mean we're ok with it, but you never asked us" micro flex.

I still think this is just a political move with no substance. But let's say UCLA gets block. The Big 10 says then okay, we'll invite Cal (and Stanford) too. Would the state of California block that too? That would work out the best for the Big 12 as Cal and Stanford wouldn't be in play for us. Oregon, Washington, and 4 corners likely would come to the Big 12.

I really don't get why the Big 10 wouldn't invite Cal or Stanford anyways to give UCLA and USC travel partners and to get more games on the Pac time zone for tv. Sure, the payout per team would be less but come on, how much money do they need?

Or the B1G can say fine UCLA can stay in the PAC, we'll take Stanford, UO, UW instead, have fun with what's left in the PAC.

As soon as UCLA ask The regents and governor to make up the shortfall for not moving the politicians will cut and run
