Yes. Why wouldn’t they have to?Assuming they graduated in 4 academic years...
If I recall correctly, they have to continue their education in some way (double-major, Master's program, etc).
I would assume it would be pretty easy to "stroll through" your 5th year if you wanted to. If you already have a bacherlor's degree, just declare a 2nd major, take just barely enough credits to qualify as a "full-time" student (it was like 10-12 credits when I was in school . . .), make sure they are easy classes, and then just drop the 2nd major at the end of the year.
You're pretty much right there. I'm not sure what the specific NCAA 5th-year/postgraduate requirements are, if there are any besides maintaining full-time status. Coincidentally, I'm watching the game now and they mentioned Talley is currently pursuing his Master's (that's just one player, though). Its been awhile, but to graduate don't you just apply for graduation, and then they confirm you have the credits?
Seems like you could wrap up those credits early, and then take random credits after that if you so chose, then apply for graduation whenever

I knew
I knew several students that just "strolled through" their last year when I was at ISU. Some were in there 5th or 6th year and had most of their required classes completed. They took a light load their last year so they could enjoy it. Looking back that would have been a great idea. Just wouldn't have worked out very well with my major.
