Having done construction projects like this before, you don’t just have a crew sitting around waiting to do a job. You have to plan everything, get the engineers and architects involved and then bid things since it’s a public entity. Get all right paperwork done. It’s not an overnight job. -

There are 32 better. Some didn’t declare, some can’t due to the 3 year rule. He probably means players in the draft, if so he’s still an idiot. Teams pick according to biggest needs many times.
