This is correct , I believe the term used now is committed instead of signing a NLI and is murky on whether that includes a verbal commitment or not since they aren't binding. The whole thing is a mess. -

The way I understand it the ”NIL “ packages already offered need to be paid out prior to July 1 or go through the clearing house . Will see if I can find a link to that after my meeting . -
