They still need to enforce the rules. I agree it didn't affect the play and he wasn't trying to hurt him but it was so far out of bounds there's no way they could have swallowed the whistle there.

If I had to guess I'd say he wasn't aware of how far out he was by the time he got to Mahomes. You jsut have to have better situational awareness there.
