No idea what is going on but the inscription is something like "in commemoration of middle school in Hannover. Maybe reilschule in this context is a military school? The German looks like Zur Erinnerung an die Reilschule Hannover. The large image has a print frame with lots of military motif stuff like flags and cannons, outside the size of my scanner.
