This is the problem with the OOB replays. Unless you give the refs freedom to call a foul or at least say that a foul caused the OOB and award the ball to the fouled team, it's stupid to review the call. If the ref thought the ball was hit by the defender but it was the offensive players arm instead, you can't award that defender the ball.
