State of Iowa 1st ever to...

    graduate 90% of its kids from high school. I just heard this on NPR. A great shout out to that state for raising the bar.

    or was the "too [also]" meant to be drawn out for suspense "...first ever tooooooo..."?

    CynicalWanderer would argue that a state can accomplish the same feat by taking the opposite approach to raising the bar.
