Your statement has no validity. Look at every player selected in the 7th round of the '09 draft. All 47 signed contracts that were either 3 or 4 year contracts.

The article said the details won't be released until the contract is fully executed (who knows when that will be)...but my guess is that he signed for close to the league minimum which is around $300k.

Four year deals for 7th round picks sound like great deals for the clubs. If the player does not make the team, the team is out nothing because the contract is not guaranteed. If the player ends up being great, the team has him locked up for 4 years at a fairly low salary.
