I keep seeing the commercials saying that in Feb 2009 all TV shows will broadcast in digital. A friend of mine told me that my TV that I've had for the last 8 years--connects to cable, supports game units, VCR, decent TV that my parents gave me when I was 12--won't broadcast digital. I thought all TVs except those depending on "rabbit ears" will continue to work. Who is right? Will I have to buy a new TV?

If you subscribe to cable, satellite, etc. you'll be fine. But yes, if you for some reason wanted to get an Over-the-Air broadcast via rabbit ears, you wouldn't be able to.
You will have to get a digital box to view OTA signals. Most TV's will be compatible with this box. I believe when this bill was passed there was a rebate system with this to help defer the cost of these boxes.
No you won't have to buy a new TV. You will have to get some kind of conversion box though. Most people will get this from their cable or satellite company. If you don't subscribe to pay tv you'll have to buy a conversion box at an electronics store. The government will send you a coupon for $40 towards a convertor box. See http://www.dtv2009.gov/
