Does it seem odd to anyone else that that they just decide the Olympic spots in a tournament style format?

They also have to have the Olympic standard in their event. For example, in 2012 Lisa (Koll) Uhl was 4th at the trials but one of the women who beat her did not have a time standard so Lisa made the Olympic team.

Why? For 800 meters on up, there is a racing strategy element and not just go run as fast as you can. It also replicates the qualifying rounds of the Olympics.
As 8bitnes points out, they still need to meet the Olympic standard.

Festus Lagat finished 5th in the 800m at the Kenya Olympic Trials this morning, running 1:46 and change. (Official times weren't displayed on the broadcast, and results have been hard to locate.)

He was #5 in prelims with lifetime best of 1:46.15
He was #4 in semifinals with a 1:46.21
To make the Olympics he needs to finish top 3 and either run the Olympic standard of 1:45.20 in the final or get that time standard in another meet by June 29th.

That was great seeing a cyclone singlet on national TV. Nixon can drop more time, he got boxed in/cutoff right as he was making his move with 200m to go. Getting his stride broken and having to recalibrate impacted his bottom line. It also showed his relative youth to championship racing

It's also a tall hill to climb to make top3. Guys who run lifetime bests in the qualifying rounds typically get blasted in the finals by the guys who only needed to coast it in via top3 finishes while running a couple seconds behind their bests (brazier, Murphy, hoppel for example).

Pavlenko finishes 8th.

Winner broke the USA record, which had stood since 1996.
