Serious question, how long after they decline the penalty are they allowed to change their mind and accept the penalty?

We look much more patient on offense, and still go nowhere offensively.
I remember the less talented 2017 team that didn’t get penalties, didn’t turn the ball over, and actually converted turnovers.
It’s because they won in the margins.
How can OU decline the penalty and then accept it AFTER they see we are going for it on 4th down?
So Newell was perfectly ok to play today, but we didn't start him?? Did this staff just chalk this up as a loss before we left Ames?
When we lost Montgomery and Butler I was predicting 7-5 at best

Thank you for this......is this so F&^king hard to coach? I mean, we run our offensive reactively as if we don't know other teams are well coached and can do this. And then.....what we do on defense....I still don't get. I keep being told that we bend and don't break and that is perfect for the Big12, but I am not so sure.
