I have a niece that work for FEMA. It sounds like the way they govenrment gave out money was a disorganized cluster-$%#@ at best. She witnessed co-workers giving out prepaid $1000 credit cards like they were "candy at halloween". She has told me stories that will make you cringe when you send in your taxes next month.
