Incompletion at end of Virginia Tech/Miami game

Targeting reviews can be called without a flag being thrown on the field.

Is it initiated during a review for something else? I thought they throw the flag, have to review, and then decide whether targeting stands.

Tech got screwed. Ref saw the catch, don’t need video proof of the catch and certainly didn’t have proof of an incompletion. ACC was just protecting Miami. Period.
