Are the 2017 Wisconsin Badgers just the 2015 Iowa Hawkeyes?

YES. They will eventually have to play somebody good. We all know how well that worked out for TTOE

There will be a team in the B1G West every single year that is going to benefit from playing in a garbage division and having weak East division crossover games. In 2015 it was Iowa, last year it was Minnesota, and this year its Wisconsin.

Top 25 teams by division in Power 5 conferences

Big 12: 4
SEC West: 4
Big Ten East: 3
Pac-12 North: 3
ACC Atlantic: 2
ACC Coastal: 2
Pac-12 South: 2
SEC East: 1
Big Ten West: 1

So just Georgia and Wisconsin are alone in their divisions as a ranked team. But Georgia already won at Notre Dame and plays at Auburn still.

Wisconsin is 100% the 2015 Iowa of this season

This is the super conferences (12 or more teams) dirty little secret...playing the unbalanced schedule gives their conferences a chance to get 2 in the playoffs. You can get 2 teams that are 12-0 in the conference title game and then sneak the 12-1 team in if the other conferences have a 2 loss champion. Pretty easy to manipulate the schedules to work this in...

Pretty much the case. From ESPN:

Though undefeated, Wisconsin doesn't crack the current top 10 in Strength of Record because of how easy a schedule the team has faced. And while the Badgers have a 99% chance to play in the Big Ten championship game, they only have a 12% chance to finish the season with a top-4 Strength of Record.

After looking at their schedule and how bad it is, they have still had some close games against some not very good teams like Purdue. Wouldn't surprise me one bit if MI, Iowa or even IN beat them, although they get Iowa and MI at home. Don't know if they have even beat anyone in the top 50 so far, maybe NW.
