    Doesn't almost anything based on rankings functionally tend to create a top tier and a bottom tier?     The best design for divisions falls apart when any changes are made to the conference membership. That is what allowed EIU to avoid Ohio State so much. It is the resetting of the divisions that creates the unfathomable gaps in playing other conference teams.
