100% of regular pay? My wife got her green unemployment letter and no where near 100%.
Federal bill hasn't passed yet. It's part of the "phase 3" bill.

I have an adult son at home that filed taxes for the first time in 2019. How will that breakdown regarding payments?
He gets $1200 assuming there's no adjustment for low/no wage earners and you didn't claim him as a dependent.
This is going to be taxed as income doing our 2020 taxes isn't it? Or even worse, is it a pre refund like last time?

At least state wise for sure. You get to deduct federal taxes for state taxes. So everytime the fed cuts their taxes, the state gets to pop us another 8%.
The bill agreed to by the Senate allows for 4 months of unemployment at the current salary.

If your wife already applied she got benefits under the normal way since this hasn't been passed into law yet.
NO. The way I read the bill is that this is a 2020 tax credit. They are just giving you a check for it now instead of a credit on your 2020 tax return.
