Those are all just popular names. There are going to be a lot of Adams that show up per 100,000 crimes because a lot of people are named Adam. Not sure you can say much beyond that. It would be more interesting to see the percentage of people with a given name that commit a crime.

No I think you have it wrong. It's not per 100,000 crimes, it's per 100,000 people with that same last name. So 119 out of 100,000 people named Adam have committed a crime.
