Can't - it's all available women on the SmackDown roster. Emma is on the Raw roster, so unless something changes, she's ineligible to participate.
Had to go back to fix my Mania card:

The "why" is because of a negative relationship that I thought existed between Cornette and WWE.
That was one of the most garbage episodes of Raw I've seen in awhile.

1. WWE views Paige (and other parties involved) as the victims in this scenario.
2. If Paige were to be punished, WWE would also have to punish Xavier Woods and possibly Summer Rae (depending on whose rumors you believe, Summer Rae may have been in at least one of those videos - and in real life the two are close), and further it would eliminate the possiblity of a Hogan return.
3. As Paige is still in an "injured" status, WWE wants to be careful about how discipline is handed out - they don't want to have to fire an injured talent.
4. (Not in the article) according to Saraya Knight's (Paige's mom) Twitter, this incident has destroyed Paige personally. (In the article) Paige met with WWE execs in Brooklyn before the show last night, including HHH and Vince. (Not in the article) The thought may be this could be Paige's "come to Jesus" moment where she gets her life straightened out.
