Honestly I'm not even sure that one needs to be called. I think that one was a normal basketball play.

Disagree. I can't see the basketball play motivation in lifting one's elbow above their shoulder blocking one's own line of sight to the hoop + lane. This move looks to be done to create space between himself and the defender, which is a typical basketball play but not when it is done above the shoulders.

It was a swim move that is very normal. I'd have to rewatch but I don't think it was really that high. It was a combination of higher arm and lower face.

That was at least deserving of the technical.

Nobody outside the arc clears out by elbowing the defender in the face.

Swim moves lead with the hand/wrist. This led with the elbow. It was done to force/create space as I said before. It was not to evade or move around an opponent such as what a swim move would indicate. Watch it again as you stated
