Just taking a shot in the dark, but the IOC and its members seem extremely dirty. My best guess:

Apparently if you tell the IOC that you will throw as much money as necessary (or in Russia's case, 3x as much) at preparations, you can get the Olympics.

Even if they are dirty, which I just assumed, why there? Why a ********? Who would rather go to a ******** than somewhere decent? I would think that the side deals are relatively equal all around.
