It was a nice headline, but not what the article stated. They only surveyed 20 countries and about .002% of the world's population.
Not really a surprise that the smartest countries also happen to be high income low population countries.

Pretty tough to make people want to improve when 50% of the country gets handouts. All you have to do to graduate high school is show up.
