Obviously the penalties and fines aren't high enough. Like the one section in the article. Where they won't let him build any hog confinements, but he can finance them? WTF? Did they think he was going to be out there himself putting them up? If it's his money, it's going to be his decisions.

Oh well. We'll never learn.
