    They probably announce it under the theory that while they could catch more (and probably will) for every one they catch they also hope that it changes behavior before it happens- theyd rather the drunk driving not occur at all.

    The step enforcement uses state funds from traffic citations to pay for additional officers to do extra enforcement in an area and usually focuses on a specified issue.
