    Free refills

Many restaurants provide free refills for soft drinks. I've even been offered a drink to go.

    Ditto for coffee.

Why not expand this concept to more beverages like beer?

I don't drink alcohol at all, so this doesn't affect me - but soft drinks/coffee are a lot different in that there's a tiny bit of either syrup or grounds added to a whole bunch of water. Restaurants clean up on the profit from each of those two items, but they don't from beer. Free refills wouldn't be a good idea for businesses. (The "to go" cup would only work in certain places, anyway, like Vegas.)

    Sure $50 for a pint!

Actually booze specials such as bottomless cups, all-u-can-drink, etc.. have been outlawed by many communities....because they are felt to promote excess consumption. (I know, I know, its not in the constitution, and the founding fathers are rolling over in their graves.... )

Because that would be promoting drinking and driving?

Not the point at all, but they shouldn't be saying that unless it's a national law.
