    actually, no it's not.

    there is a regulation against spreading liquid manure on snow covered or frozen fields, but I'm pretty sure there are exceptions to that too. Plus it only applies to feed lots over a certain size. (from what I understand).

    also they make an exception if it is legible as a word or phrase.

    is there a set moisture content that classifies it as "solid" or "liquid"?

    I've seen a lot of borderline ... especially after Miller Lite.

    The article says that it was liquid manure that was spread on the ground. The article is a bit unclear by saying that it was spread with a spreader which kind of implies it was solid.

    You are correct in that the size of the lot determines what the rule is. Also it depends on what kind of manure it was; cattle, hogs, poultry and it depends on a lot of other factors like the producer's manure management plan (if required).

    A new state law kicks in today that will limit applying liquid manure on snow-covered farmland. It can now be applied only in emergencies. Gene Tinker is the coordinator of animal feeding operations for the Iowa Department of Natural Resources. Tinker says the law applies to facilities with 500 or more animals.

    “Whenever manure is applied to snow-covered ground, when that snow melts, there is risk for some runoff,” Tinker says. “That’s basically why the Iowa legislature passed this law, was to require producers to take an extra look at the places where they do apply.” Tinker says all livestock and poultry producers need to protect water at all costs and prevent pollution as they apply manure.
