We actually have 38 qualifiers from the big 12. The top 3 places automatically qualify, then after the meet the coaches have a meeting and select 8 wildcards. Much like the NCAA tournament selection comittee they weigh the merits of each wrestlers season. I believe this year the Big 10 which has all 11 teams wrestle in their conference tournament, recieved 72 qualifiers from the NCAA. I'm not sure exactly how they determine the number per conference but I think it has to do with A. keeping things proportional, and B. awarding conferences with better wrestling schools. (the big 12 this year earned two more bids then they had last year).
I think the Big 1011 gets the top 7 or 8 from each weight class--but I'd have to look it up for sure. Of course they have more than twice as many teams as the Big 12. I don't really know what happens with other conferences. The Big 12 and the Big 1011 are the only power wrestling conferences that I know of.

Big 10 gets top 7 in each weight class plus two wildcards for their 72 allocation. mtsier2 is right. I think they redo the allocations every four years or so making adjustments up or down for the various conferenced based on how they've performed at Nationals over the ensuing years.
