    That's very much the case, but it is that way with all law enforcement - there are quotas, orders from above, etc.. It's why some people can skate by going 80 in a 65 every day for work and never get popped, but another day someone will get a ticket for going 4 above the speed limit.

    And does creating a more adversarial environment between students and police increase or decrease the chance of future incidents?

    Ultimately idiots bear personal responsibility for their actions, but the behavior of the APD over the years has very much created that sort of adversarial relationship that can result in these kinds of incidents. There's a reason in 06 they completely changed their tone, and were openly friendly and out at parties even, not busting them up but just making sure things were ok and stayed in control (while having the additional benefit of having a visible pesence). Instead of handing out tickets left and right they were handing out tshirts and hats. And Veishea 06 generally is regarded as an extremely successful year. Yes, the cops have the authority to enforce laws, but their job is the greater good and if rigidly enforcing laws works against that greater good, then they arent doing their job.

    Right above 16.5.1 it says 65db is max for a commercial zone too.
