    I am somewhat of an expert on this sort of thing having watched plenty of cop dramas on the tv. This appears to be a copycat crime. If they are not dealt with swiftly and severely, they will start to develop their own signature and evolve into more serious crimes, like allowing recruits to use to much salad dressing on recruiting visits.
