In what order do bowls pick? Who was still on the board when Liberty picked us?

Does anybody know the order in which the bowls pick? I'm particularly interested in knowing who was yet to pick when the Liberty Bowl picked us.

I think it is safe to say that it was the best available bowl left. It was Memphis or Shreveport. Liberty bowl chose us over 9-3 La Tech and apparently (not surprisingly) over 9-3 Ark State.

After all the automatic conference picks were made, there were a couple of bowls without teams and a few teams without bowls. Iowa State and Liberty were free to pair up as soon as Heart of Dallas picked Okla. State.
