If Towson doesn't push him out of bounds he would have ran in for a safety. Or he would have dropped the ball after entering the endzone and they could have gotten 6.

Wait a sec, I think you're on to something.....Suppose he does run it all the way into the end zone, then drops the ball to celebrate...the ruling would be:

    1. It's a safety immediately when the ball crosses the goal line.

    2. It's a live ball and the other team can cover for a TD.

    3. It's still a live ball and a fumble.....If that's the case, then can a Kent State player pick it up and run the other direction to "down" the ball on the opposite 1-yd line ??

    Strange stuff..

It was a dead ball as soon as he picked it up. They gave Kent State the ball at that spot (Towson 7 yard line).

Remind me of the rule, because the Towson player accidently touched the ball while trying to wave off - so it's a live ball?

You can't advance a muffed punt.

The ball grazed the Towson player but he never had possession. Therefore, who ever got to the ball first would have possession at that spot. Duded on Kent State picked up the ball on the 7 yard line and thankfully the refs were smart enough to know the rules and gave Kent State the ball on the 7.

    Technically he didn't advance it.

The kicking team can recover the ball, but it becomes dead at that spot.

    6-3-3
When a scrimmage kick that has crossed the neutral zone touches
a player of the receiving team who is inbounds, any player may catch or recover
    the ball.

    6-3-6-a
If a player of the kicking team catches or recovers a scrimmage
kick that has crossed the neutral zone, the ball becomes dead.
The ball belongs to the receiving team at the dead-ball spot, unless the kicking
team is in legal possession when the ball is declared dead. In the latter case, the
ball belongs to the kicking team.

It doesn't happen too often that when there is a muffed punt you have a chance to make any moves with the ball. Usually it is a dog pile to get the ball. So its not a rule that needs to be enacted quite a bit.
