    Recruiting offers: How do they work?

    Can someone explain what the rules are regarding what both the coaches and the recruits are allowed to do with regard to things like recruiting offers and verbal commitments?

    For example, ISU started with 6 scholarships open for 2012-13 (assuming we don't fill the remaining open scholarship this year and keep Bubu Palo on scholarship next year.) Are all the recruits that we have "offered" allowed to "commit" until this number is filled? Is it first come, first serve, or is there a pecking order in terms of one recruit being preferred over another? Can the coach decide "we're only going to fill X number of scholarships this year" and cut off signing at 4 or 5?

    I seem to remember something called the "Tim Floyd rule" regarding recruiting restrictions on coaches cancelling offers, but I don't remember what it was. What are "acceptable" reasons for a recruit to back out of a VC?

    A coach can offer as many players as he wants. Almost all offers are contingent on something. If 5 PGs are offered and then one commits the other 4 offers may essentially be rescinded. We have more offers than available scholarships but after the next commit some of those offers may no longer stand. Players know that there are limited spots available.

    Also, until there's a signed LOI, both the player and school can back out at any time. Not a great idea for a school to do it because a reputation can get started.
