So who was the alternative to punish the players/coaches? The players union? The teams management?

I think it was a problem with Goodell specifically. I think their argument was that it was under the jurisdiction of a guy like Art Shell, whose role escapes me at the moment, but I believe they were arguing for him to be the one to mete out any punishment.

Re: Another arbitrator rules in favor of the NFL

Here is a good link I found: Union's 'bounty' grievance against NFL rejected by arbitrator | News | NFL.com

The NFL and NFLPA also are awaiting a ruling from arbitrator Shyam Das on a grievance that was filed earlier in May. In that grievance, the players' association argued that since the alleged bounties were collected on during action on the field, collectively bargained arbitrators Ted Cottrell or Art Shell, not Goodell, should rule and hear the appeals. Again, the NFL argued that the player behavior falls under the guidelines of "conduct detrimental," based on the CBA
Ok I guess Goodell could have overstepped his bounds but I guess I see that the players are really trying to get a reduced sentence, which I don't agree with.

I would like to know why the Player's Union is not doing more to protect it's players. We have a situation where players are paying bounties to injure/hurt other players. If I were a member of the Union, I would be all over my union rep to make sure the Union did something to protect all the players.

There is no telling the damage these guys could have done to other players or what they lost in potential earnings.

Because the same union also represents those at fault. The union already did a lot by not fighting the league on the charges.
